Regional Government regulates vehicle rental activity in Madeira
The Regional Government of Madeira has published Ordinance no. 214/2026, which regulates Regional Legislative Decree no. 7/2025/M, defining the regime for access and exercise of the activity of renting passenger vehicles without a driver (rent-a-car and sharing) in the Region.
Main measures:
- Prior Communication: Access to the activity depends on prior communication to the Institute for Mobility and Transport, IP-RAM (IMT, IP-RAM), via an electronic platform or in person.
- Fleet Requirements: Operators must have a minimum of 10 vehicles for light passenger cars or 5 for other categories. At least 10% of the light vehicle fleet must consist of zero-emission vehicles.
- Parking: It is mandatory to have a fixed parking space with a minimum capacity of 20% of the total fleet, located within a maximum radius of 15 km from the service establishment.
- Usage Fee: Starting June 1, 2026, a fee of 2 euros per rental day applies (1 euro for zero-emission vehicles), up to a limit of 10 days per contract. Revenue will be split between the IMT, IP-RAM (60%) and the Institute for Forests and Nature Conservation, IP-RAM (40%).
- Identification: All vehicles must display specific non-removable stickers, measuring 55mm x 50mm, distinguishing the 'RENT A CAR' or 'SHARING' categories.
Supervision of the activity, including quarterly fleet reporting, is the responsibility of the IMT, IP-RAM, which will also oversee compliance with general contractual clauses.
