Ordinance no. 142/2026, from the Regional Secretariat for Inclusion, Labour and Youth, introduces the second amendment to Ordinance no. 720/2023, extending to 42 months the deadline for defining social responses and their respective standard values within the scope of cooperation between the Madeira Social Security Institute (ISSM, IP-RAM) and social and solidarity sector institutions.
The decision is justified by the need for methodological deepening and progressive validation of technical benchmarks, aiming to avoid misaligned values that could compromise the financial sustainability of the institutions. Until this process is concluded, the current funding regimes remain in force.
