Funchal City Council proceeds with urgent expropriation for historic center rehabilitation
Funchal City Council has decided, through Resolution no. 8/2026, to proceed with the urgent expropriation of the property located at Rua da Infância, nos. 34 and 36, in the parish of Santa Maria Maior. This decision is part of the Systematic Urban Rehabilitation Operation (ORU) of Funchal's Historic Center, aiming to redevelop a building that has been abandoned for about 17 years.
The rehabilitation and expansion project, budgeted at 3 million euros, provides for the creation of:
- 10 housing units (T1, T2, and T3 typologies) at controlled costs;
- 66 parking spaces across 5 basement floors;
- Facilities for municipal services, including public service counters and a cafeteria.
The indemnity value set for the expropriation is €2,800,000.00. The property, registered under article no. 6154, is currently registered in favor of the company Partilha Sucesso - Investimentos Imobiliários, S.A., and is subject to various liens, including attachments by the National Treasury and a seizure.
Given the existence of a dispute over the property's ownership (Case no. 635/10.3TCFUN), the local authority has identified the following entities and citizens as expropriated parties and/or apparent interested parties: Partilha Sucesso - Investimentos Imobiliários, S.A., Maria Goretti Neto de Aveiro, Sandra Mariza de Aveiro, André Lourenço de Aveiro, Alen Luís de Aveiro, Michael Gouveia Vieira Cardoso, Albertina Úrsula de Gouveia Cardoso, Eduardo Gouveia Cardoso, Maxine Lauren Cardoso (married to Rudolph Potgieter), Tamlin Demi Cardoso, and AT-RAM (Tax Authority and Fiscal Affairs of RAM).
